DUTIES

The Human Resources Department is responsible for the selection process including screening, testing, interviewing, hiring and orientating employees to the City of Grand Blanc. The Human Resource Coordinator works closely with other department heads in this effort. The City of Grand Blanc accepts applications and resumes at all times and holds them on file for one year. Advertising and other recruiting techniques are used as necessary. City Council can make decisions with hiring.  The Police Department hiring is slightly different. As with other City positions, resumes are accepted at all times. Recruiting takes place at colleges and universities and training academies across the state. An eligibility test is held when an opening occurs. Candidates are separated into priority groups based on education, experience, MCOLES certifiability and test results. After the test, an Oral Board interview follows to determine the best-qualified candidate. 

Other duties of the Human Resources Department include fringe benefit administration, labor negotiations and policy development and implementation. Some policies that have been developed through this department include: Hiring Policies, Drug and Alcohol Policy, Sexual Harassment Policy, ADA/Michigan Handicapper Act Policy, and Code of Ethics, Workplace Violence and Employee Assistance Policy.  Employees' personnel and payroll records are held in the Human Resources Department

City Charter

According to Chapter 2 General Powers, Rights and Liabilities, Section 4 of the City Charter - 

To acquire, construct, establish, own, equip, maintain, conduct, manage, and operate libraries, hospitals, markets, market houses, playgrounds, parks, public grounds, recreation buildings, comfort stations, police stations, jails, fire houses, City Hall, office buildings for use of City officials, public buildings, sewage disposal systems and plants, lighting systems and plants, water systems and pumping stations, water filtration plants, public parking grounds, public works, works and plants for preparation, manufacture, storage, handling or transportation of materials required in public work, and all buildings, establishments, institutions and places which are necessary or convenient for the transaction of public business or for promoting the health, morals, safety or welfare of the inhabitants of the City whether the same be specifically enumerated herein or not; and to acquire sites therefor. 

According to Chapter 2 General Powers, Rights and Liabilities, Section 5 of the City Charter - 

To establish any department that it may deem necessary for the general welfare of the City and for the separate incorporation thereof; provided that those provisions shall not extend to and include public schools.
